A foreign spouse of a Singapore citizen without PMLA can take up to 6 months; PMLA can shorten that specific route to 6 weeks. How the ICA route works

Start by confirming that the applicant fits an ICA category and identifying the sponsor. A foreign spouse of a Singapore citizen or PR normally needs the spouse to sponsor the application through ICA e-Service. An unmarried child below 21 must fit ICA’s stated birth or adoption criteria. A parent route is generally for the parent of a Singapore citizen.

Prepare the identity, relationship and sponsor documents before submission. ICA says most LTVP applications are processed within 6 weeks when the required documents are complete, but a foreign spouse of a Singapore citizen who did not complete PMLA before marriage can take up to 6 months. PMLA helps with pre-marriage planning and can shorten that specific route, but it is not an LTVP approval.

How the MOM route works

For the common EP and S Pass route, the employer or appointed employment agent submits the application through MOM’s EP eService. The main pass holder must meet the current salary and company-sponsorship requirements, and the applicant must fit one of MOM’s relationship categories.

MOM says applications for dependants of EP and S Pass holders are processed within 3 weeks for most cases. PEP, EntrePass and EP Sponsorship routes have different application channels and indicative timelines, so do not copy the EP/S Pass process into those cases.

Which route should you follow?

• Choose the ICA framework when the case is based on a Singapore citizen or PR family relationship, subject to the exact ICA category.
• Choose the MOM framework when the case is based on an eligible work-pass holder and the applicant fits MOM’s LTVP relationship categories.
• Do not assume that every spouse qualifies for the same pass. A legally married spouse, common-law spouse, child, parent and Student’s Pass accompanying-parent case can belong to different rules.
